Base & Grains
Rinse the rice under cold water in a sieve until the water runs clear.
Add the rice to a pot with double the volume of cold water (e.g., 1 cup rice → 2 cups water)."
Bring to a boil over medium heat, then reduce to low, cover with a lid, and simmer for ~15 minutes per cup of rice until water is absorbed.
Rinse canned lentils under cold water and set aside.
Protein & Vegetables
Heat 1 tsp olive oil in a non-stick pan over medium heat.
Add onion, garlic, carrot, and bell pepper. Cook for 5–7 minutes until softened.
Add beef mince, break apart with a spoon, and cook for 6–8 minutes until browned.
Stir in tomatoes, cumin, paprika, and chili flakes. Simmer for 8–10 minutes until slightly thickened.
Stir in cooked rice and lentils, mix well, and simmer 2–3 minutes before serving.
